Artist Alley Information, Rules, and Regulations

Tsukino-Con is a nonprofit Japanese animation and cultural convention organized annually at the University of Victoria in Victoria, BC. Tsukino-Con is continuing the legacy of its predecessor convention, Kei-Kon, which operated for seven years.

Location
The convention is spread amongst four buildings on the UVic campus: MacLaurin, Cornett, Elliott, and Clearihue. Artist Alley and Vendors are located in the Elliott building.

Hours of Operation
The convention will be held February 10-12, 2018*. Convention staff will be present to monitor traffic and attend to any queries. Additionally, there will be a volunteer or staff member present at all times at Coat Check and Concession to answer questions. Elliott building will be opened and closed promptly at the pre-established times. It is the artist’s responsibility to be prepared and present during the entirety that the alley is open to the public. If the artist or their assistants fail to be at their table for all three days of the convention for the entirety of the alley’s hours, their application will be subject to a review and may be refused in subsequent years.

Cost and Payment Details
Top Floor: $125
Bottom Floor: $100

Table spaces include (1) 6×3 table, (2) chairs, and (2) passes.

An additional artist pass will cost $30 and (1) additional chair will be provided at no cost. There are no discounts or canned donations accepted for payment for an artist space. There is a maximum of three artists per table.

There is also the option of purchasing a half table that will cost $50 and include (1) shared 6×3 table, (1) chair, and (1) pass. You will be notified in advance of your tablemate to coordinate displays and make other arrangements. Failure to cooperate with your tablemate could result in expulsion from the convention with no refund for your space.

Payment must be made in full within two weeks of notification by the artist alley coordinator of acceptance into the artist alley. The coordinator will send one reminder email approximately seven days prior to the payment deadline. Space is only reserved once payment has been received so failure to pay on time will result in the space being given to a waitlisted artist.

Cancellations and Refunds
If you are unable to attend the convention, you must notify the artist alley coordinator by e-mail no later than December 15, 2017 in order to receive a full refund. If you are unable to notify the coordinator prior to the above date then you may not receive a refund. If a replacement for your table is found prior to the convention, we will give you a full refund for the artist space and badges once we have received payment from the replacement artist. If no replacement is found,
there will be no refund.

Badge Pickup and Sign-in
Sign-in and badge pick up will be between 2pm and 5pm on Friday, February 16, 2017 in Elliott Building. Badges will be delivered to the artist at their table. If you are a minor, you must bring the parental consent form downloadable on our website.

Volunteers will let you in the building to set-up but do not leave before receiving your badge or you may have difficulty re-entering the building.

Your artist alley table name will be printed on your badge. Please do not submit anything that may be considered inappropriate for your table name.

Table Assignments and Layout
The Artist Alley is located in the upper and lower foyer of the Elliott Building. Currently our space supports approximately 42 tables that are used for artists, community involvement, and guests.

Artists will be assigned tables based on content submitted through their applications. We will attempt to accommodate artist needs for placement; whether that is next to a friend or spaced appropriately from immediate competition. Tables will not be assigned on a first-come-first-serve basis.

Half of the tables will be determined by a panel of Tsukino-Con staff members and the other half will be raffled. We hope that this will allow new artists to attend our convention.

We would like to remind our attendees that tables are rewarded based on skill, merit, and luck.

All applicants are judged fairly based on the applications submitted.

Artists are discouraged from applying for both the artist alley and vendor’s hall. An application for both areas will result in the application being given low priority for table placement for the current year. Applying in both areas will also forfeit the applicant’s artist status and they will be considered for only vendor spaces in subsequent years.

Below is an example of how the hall was laid out the previous year.

Use of Space
Artists are not permitted to use any electrical outlet without prior approval from the Artist Alley Coordinator. It is acceptable to charge phones. Strictly prohibited items include:
● Laminators
● Printers
● Computers and Laptops
● Stereo Equipment
● Lighting Displays

If you are found to have tripped a breaker, you will be required to pay Uvic’s fine. Please ask the Artist Alley Coordinator before plugging in any electronics. The artist cannot play any music at their booths. This can be irritating to other artists as the room can become very noisy.

A maximum of three people with artist passes can be behind each table, with a maximum of three chairs. Only those with artist, volunteer, or staff passes are permitted to be behind tables.

Table displays must be free-standing or secured in a non-damaging way. Displays cannot be secured to the building in any way including, but not limited to, balconies, walls, and doors. The artist’s belongings and merchandise must be stored under the table and not front of or behind it.

The space to display your merchandise is restricted to the 6×3 table and the height must not exceed 8 feet. You may only use space other than the top of your table when pre-approved by the Artist Alley Coordinator. Do not use spaces designed as exits to display your merchandise. The artist space must be left in the same manner to which it was prior to the artist arriving. Before leaving the convention, please clean your space of all product and garbage.

Chairs can be folded and left against the wall or table.

Any damage caused to the space or failure to follow the above rules may result in a fine and expulsion from the convention.

Content Regulations
The following items are prohibited to be sold at Tsukino-Con:
● Any content violating Canadian copyright or licensing laws including bootleg or plagiarized merchandise
● Illicit or controlled substances
● Food or beverages
● Weapons including “yaoi” and “yuri” paddles
● Any pre-assembled products made from art kit, craft kits or similar products
● Official or licensed merchandise

Tsukino-Con reserves the right to restrict the sale of any product in Artist Alley without justification. The sale of any illicit or controlled substances will result not only in expulsion from the convention but possible action by the University of Victoria and the City of Victoria.

Mature Content:
● Artist must be at least 18 years of age and provide government issued photo identification.
● Content must not be displayed or sold without proof of age from buyer. A physical inspection of government issued ID will be required by a staff member.
● Fan-made Doujinshi must clearly indicate the target age and subject matter.

Any artists who are found to be in violation of this rule will lose their table and will not be given a refund. If you are unsure as to whether some material you have qualifies as mature or not, please ask the Artist Alley Coordinator in advance.

Safety
Artists are not permitted to keep belongings or merchandise in front of, behind, or next to the 6×3 table. These must be kept below the table.

Spaces between tables are there for safety reasons. You may not block these exits in any way.
Any fire equipment or doorways cannot be blocked. Artists are not permitted to stand on tables, chairs, or benches to adjust their displays. If it is too tall, you must take it down and rebuild the display so that it is manageable.

In the event of an emergency, please contact a staff member or volunteer to page campus security or first aid. Do not call 911. Campus security must be contacted first as the university has an agreement with emergency responders to not attend the campus without approval by campus security.

Volunteering
Any artist that completes twelve hours of volunteer service may be eligible for extra volunteer perks, including free food from concession. The hours must be documented by a staff member and performed during set-up, take-down or served under a specific department head. In addition to notifying the Artist Alley Coordinator, please complete a volunteer application form located at http://www.tsukinocon.com/volunteer/.

Violation of Contract
Failure to abide by Tsukino-Con and UVic rules and regulations may result in fines, warnings, expulsion, and possible action by the University of Victoria and the City of Victoria. There will be no refunds given for those who violate the rules. Violations will affect your future applications to the artist alley.

Space Assignments, Cost, and Layout
You will be purchasing a booth space that will include a set number of tables, passes, and chairs. Please refer to the chart and map below.

Additional vendor badges may be purchased in advance as well for $30/badge. The convention will provide (1) chair per vendor badge issued.

Please indicate your top 5 table placements when submitting your form. We will do our best to accommodate your request. Tables will be allocated based on a first- come, first-serve basis for returning vendors.

New vendors are encouraged to submit an application to join our Vendors Hall. As we would like to have a variety in the product we offer our attendees, new vendors will be accepted based on content and are subject to a panel decision. For a list of our current vendors, please see our website.

All vendors must also be aware that once they have been classified as vendor, they are exempt from applying for the Artist Alley. Additionally, only handmade items are acceptable in the Artist Alley, so please only apply to the area that best represents your product. Applications made to both areas will be given low priority for table placements.

Weapons:

The rules surrounding the purchase and sale of weapons are as follows:

  • Vendor must be at least 18 years of age and provide government issued photo identification.
  • Weapons must not be sold without proof of age from buyer (18+). A physical inspection of government issued ID will be required by the vendor.
  • Weapons must be kept in sealed cases until they can be removed from convention grounds.
  • Weapons must be either be immediately removed from convention grounds following purchase or placed in coat check (free of charge).

Weapons that are considered to be illegal in Victoria, BC, or Canada are banned to be sold at the convention. Specific weapons which may not be sold or brought to the convention include:

  • Firearms including airsoft, pellet, and paintball guns
  • Incendiary devices of any nature
  • Tasers
  • Leashes or Neck Restraints
  • Gas, Smoke, or Chemical devices including but not limited to bear, pepper, and other sprays
  • Collapsible batons
  • Yaoi/Yuri Paddles

Tsukino-Con reserves the right to restrict the sale of any weapon at any time. Failure to abide by these rules will result in expulsion from the convention with no refund. Any attendee or vendor in possession with any item deemed as illegal or prohibited by the convention, UVic, municipal, provincial, or federal law risk having their convention pass revoked and having the proper authorities contacted.

Times for loading and unloading will be sent out closer to convention. These will be issued on a first-come, first-serve basis. If you are unable to schedule a time, you will not be able to use a parking pass and will be required to load/unload your vehicle from the parking lot. Parking passes must be signed in and out with a Tsukino-Con staff member. Any lost passes may result in a fine.

The convention is not responsible for your vehicle or your belongings. It is the vendor’s responsibility to ensure that they are parked in a permitted lot/space and any fines are the sole responsibility of the vendor.
